Think about it, it'll prevent noobs from spamming it continuously on recharge.

Para Para much??
The girls are hot in that video yes, but it doesn't deserve homage in GW
Anyways, why would someone use this over the numerous ksills that already cause burning without a pre-existing condition? It would work on with certain Mind Blast builds, but it's benefit would be negligable.
weak imo.

more skills like steam or "if target is under a <condition(hex, enchant, shout etc)> this spell does <new effect>" would be nice.

Needs a higher energy cost, longer cast time, or longer recharge time. And since you want NEW skills, you should make them use NEW conditions. Change the blind part to Cracked Armor.

Sorry, but I prefer balance. I haven't seen balance in any of the skills suggested. And how likely is Anet to add new skills at this point? I'd guess about the same chance as the Chicago Cubs winning the Super Bowl.

Cracked Armor wouldn't make sense with "night".
Oh just a little trivia here.
The "Night of Fire" is an actual event that takes place in the Haitian revolution when it first began. I would know this because my group and I had to do a 45 minute presentation on this crap, so that's where I got the title of this skill.
